SHAKTI DEVI (A J&K WOMAN POLICE OFFICER)
From Sampath’s Desk:
SHAKTI DEVI (38), INSPECTOR OF J&K POLICE
MADE INDIA PROUD
(She bagged International Female Police
Peacekeeper Award 2014)
Inspector Shakti Devi (38) of J&K Police created history by
bagging the prestigious International Female Police Peacekeeper Award 2014,
making all Indians proud particularly the Indian women by demonstrating the
Indian women power. She is currently deployed in the UN Assistance
Mission in Afghanistan (UNAMA). She had made groundbreaking efforts in fast-tracking
cases of violence against women in the western Afghanistan region of Herat. She
was deployed there since May 2013 as the Police Advisor for Afghanistan
Democratic Policing Project (ADPP).
Even as a little girl who fetched firewood and grazed cattle for
her family in the remote Bhamara village of Jammu and Kashmir, Shakti Devi had
ambitions to give more to the world but was not sure if she would ever be able
to achieve it. Yes, she did it after becoming a police officer with flying
colours!
Despite an Indian woman opting for police service being
unimaginable and a rarity, Shakti Devi had the courage, determination, grit and
gumption – emboldened as she was with her 14 years rich field experience in
J&K police - to accept her deputation to the UN Peace Mission in the
turbulent and tumultuous East Timor – officially known as Democratic Republic
of Timor in the Maritime Southeast Asia - in 2012 to which idea her
conservative family initially had reservations. She contributed to improvement
of status of women police wherever she served. In particular, she helped the
move of Afghanistan police towards achieving the goal of fully adopting
democratic principles of policing. That catapulted her into an enviable
position from which there was no looking back. Later, handpicked for deployment
in the UNAMA, she had more than proved her mettle with exceptionally excellent
achievements in leading the establishment of Women Police Councils in several
parts of Afghanistan, as praised by the UN Police Division.
Shakti Devi is an invaluable gem in the Indian Women’s precious
stones-studded crown and represents the mighty Indian women power.
India’s commitment and contributions as part of U.N. peace keeping
mission for global peace in different parts of the world are noteworthy and
deserve accolades. Another important, impressive and conspicuous point is
that while by and large the contribution of the Western bloc to U.N.
peacekeeping missions has over the years dwindled from 25 per cent during the
Cold War to below two per cent in recent years, India’s contribution is
phenomenally on the increase with 180000 troops and police personnel – the
largest from any nation - deployed in more than 44 international internal security
missions. 156 Indian peacekeepers had made the supreme sacrifice while serving
in U.N. missions. India’s significant contribution to U.N. peacekeeping mission
is steadily on the increase.
It is not without reason or merit that such an internationally
coveted award has been conferred on her. This will certainly help motivate,
inspire and embolden many Indian women to undertake challenging and adventurous
assignments in future not only in India but even abroad. Congrats to Shakti
Devi and through her, best of luck to all Indian women aspiring for challenging
opportunities.
That her exceptionally excellent achievements in the course of her
assignment in the U.N. Mission in Afghanistan - especially her efforts towards
helping victims of gender-based violence there - have come to be well
recognized and appreciated by the International organization. Kudos to Shakti
Devi!
