Meaning:

 

If you say that something is fraying at (around) the edges, you mean that it has an uncertain or unsteady quality like, for example, it is gradually being spoiled - starting to become less effective, harmonious or successful – to become weaker or less certain or stable to the point of being damaged or destroyed
